Is there any advantages to using one or the other, or is it just cosmetic, ie one you cant see though, is there any difference in strengh?

I'm not sure about strength - if I was forced, I'd guess closeboard was slightly stringer, but there wouldn't be much in it. It seems to me that the choice between the two is primarily one of aesthetics: featheredge gives a distinctive styling with the overlapping boards, I think, wheras closeboard looks stout and solid.
As for the posts, I think concrete posts are "supposed" to have a lifespan of 50 years, whereas tanalised timber is 25 years. However, there is so much shitty concrete manufacturing in the fence post business, that I'm not sure any of them would actually last 50 years. They always seem to crack and expose the stell within the first 10 years!
