Off topic but I am sure someone will know the answer.

Have just had a pair of necked tower bolts fitted to some wooden garage doors but can't help thinking these are the wrong style of bolt because you can't move the bolt into the locked off position. The bolts have been fitted vertically and at the moment the top bolt only stays in place as the hole in the frame has been drilled slightly under size???
