Finished depth of bedding layer - Help is it me!

I am not sure if I am over complicating things...but I set the edge details in concrete then lay and compact the sub base thats all fine. But as I want the paving to finish the same level as the edge detail do I need to leave it higher than the edge detail as wiil it not drop when I compact it? If so, how much higher should I start it, for 50mm clay pavers on 50mm of compacted sand?
