A standard 3:1 pointing mortar will be fine just don't turn it on before it's cured. The heat it generates is gentle rather than hot so is very unlikely to cause problems. I've not heard of anyone installing these under flags before what are the manufacturers specifications and will cars be driving on it. What part of Ireland are you in I'm from Belfast and we've yet to have a decent frost this winter.

Clean a drive for a client that has the underground heating thing. Granite cobbles, he reckons it is so cheap to run, only kicks when needed via temp gauge.
