What is the best way to attach the rails to the concrete posts, the bolt through type, were it joins, ie with a woodern post, you could half it and nail it, what do you do with concrete, I saw someone do 45 cut about 100 mill from the post. is that the best way

Timber rails are usually bolted to concrete posts, and then scarf joints (the 45º mitres you mentioned) are used to link rail-to-rail.
