can i screed my base a while before laying the blocks or do they need to be laid as soon as screeding is completed

Id lay the the blocks as soon a possible. Heavy rain, people walking across it and cats craping in it will all ruin your screed.

Never leave a screeded laying course unpaved for more than a couple of hours. The surface will dry out, sand grains move, cats shit in it, and you end up having to redo the lot.
Get it paved over as soon as poss.
