I am puting in an inspection chamber with one pipe run coming in and one going out. In order to get my incoming pipe in the right direction am I allowed to put an off-set elbow coming off the inspection chamber to direct the straight run in the right direction? A rodable gully is going on the other end.

any bends must be inside, or as close as possible to the manhole/inspection chamber. So yes it's ok.

ideally your bend should be on the pipe coming in to the chamber not the pipe leaving

both of the above are spot on
the pipe leaving should always be connected to the channel,and any bend should be as slight as possible i.e. 15 deg or 30 deg max
