Can you lay quarry tiles on to a concrete floor, the passage way is 25 mill higher then the the floor to right, Do you lay on morter ?, and I want to quarry tile the entire area, will the difference matter or do I just a thicker bed in the passage way, also there is no damp in the room, but it was a outside passage way, single brick to the outside wall, would I put a waterproofer in the morter ?,

There are special cement-based adhesives for Quarry Tiles - ask at your local Builders' Merchant.

You can get away with using a mortar, but it takes a bit of skill to get the right consistency and to get it to double-up as a grout. The QT adhesives are a much better option.

25mm is a lot to bring up in tile adhesive. Best to level floor with morter screed in low part first, then you are on even bed all the way.

As to DPM depends what you are doing with the room afterwards. If internal part of house will need to be sorted before tiling floor.

Whats the best mix for a screed ? I have no damp on the concrete floor at present or not had any at all, so should I be ok ? Do I prime the floor before screeding ?

At only 25mm, you'd be better of using a flooring screed, which you should be able to get at your local tile supplier. These contains all the 'primers' and additives necessay to ensure a hard surface that is properly bonded to the substrate, and is more-or-less self-levelling.
