With regards dealing with Mares Tail a 4-1 solution of agritox 50 or similar pastureland weedkiller will remote it with ease. I've never had a single site needing redone after I've used it and that includes tarmac.

Mares tail has a waxy coat so as Stuarty says, brake the seal with bruising, then paint on the weed killer. If you put diesel in the ground, it probably will kill it (back anyway),and everything else for years to come. It will take several seasons to really die back properly, its very invasive.
Digging down is a major job and probably would encourage it as the soil has been disturbed .
