From GB_Groundworks post:
A Restricted Operators Licence - to operate vehicles within the EEC as long as you are only carrying your own goods. The main advantage of this type of licence is that there is no requirement to employ a transport manager with a CPC (Certificate of Professional Competence) and the financial resources that need to be in place are less. However as the operator must maintain the same standards as an unrestricted licence holder it is advisable to have access to professional advice

our scaffolders have to have operators licenses and they have to have a yard and a 6 week check up
we used to run bigger tippers but all the hassle involved means its not worthwhile unless you have a free tip or you are a machine driver, the yard alone you are looking about 6 grand a year round here, then the 6 weeks check ups £100 a pop, plus the tacho etc etc
far easier to use skips or hired in plant plus driver
less paperwork and more work gets done
IMHO
