Flagstone terrace - Laying on concrete

Patio flagstones (slabs), concrete flags, stone flags including yorkstone and imported flagstones.

My house has a 2.5 metre concrete terrace all around and I want to lay 500mmx500mm 23mm concrete slabs on top of this. Could anybody tell me:-
1:-The sand and cement strength.
2:-Minimum Sceed thickness
3:-And how to best lay slabs.

it is a gritty sand as opposed to soft building sand that is used for bricklaying.
