Thats quite a tall wall for a back garden I don't think you need planning but you will need to ok it with the neighbours if it's to be on the boundary. If it's to be on your side then it's the footing edge and not the wall that will be the boundary so you'll lose a foot or so of your garden. I'm not the best person to give advice about the actual spec I'll leave that to LLL.

You'll also be needing to build piers. At that height you will need a structural engineer to detail it as LLL suggests. You can still post photo's for our curiosity.
