Sandstone setts and circles - Help!

Setts and cobbles, tarmac, asphalt, resin systems, concrete whether it's plain, patterned or stencilled, gravels, etc.

As a newbie, I'm a bit intimidated posting a message but here goes....

I have a small garden in Kent, 5m by 4.5m. I'm trying to do this with one circle top left and the other bottom right of the 'square' of garden:

and I've bought two 2m sandstone circles and 2400 sandstone setts 100mm by 100mm and between 30mm and 50mm in depth.

I need to know how to lay the setts and circles. This site seems to be saying lay the circles and setts dry in sand (the back garden will only be for light traffic), but friends have said the setts especially need 'wet muck' to ensure they don't move with this design, which would imply cement I think.

Also, how do pavers organise setts around a stone circle? Do you use string secured in the centre of the circle to make sure the setts are perfectly arranged around it? I can imagine that you can't afford any mistakes!

I'd appreciate any help! :)
