Planning permission - Derelict building

If you are not changing its current usage status, I would imagine you can. So if it is an agricultural barn you should be able to repair it so long as you keep it an agricultural barn. It doesn't seem any different to renovating a house.
However, you may be best speaking to your planning officer. If it is old and has architectural merit, there may be restrictions on how you repair it (ie, you might have to match the brick or roof slates).
Alternatively, you could get a few planning consultants out and get their views. If you get a few out on one day by the end of that day you should have a fairly good idea as to whether you can build or whether you need permission. You can find consultants here: www.rtpi.org.uk/
