Hi!
Thinner stone paving flags (e.g. Indian Sandstone) are suitable for a domestic driveway, provided they are laid on a bed of concrete.
Is this correct?

not really
if you have to do it then a concrete bed is the way
but no-one can guarantee those 22 mm indian tiles wont delaminate or even break under the weight of a car
if you are at the planning stage think laterally
you can get indian stone setts that are more suitable for a dive due to their smaller modular size
