Thanks for the replies and also for rotating the photo!! Sorry about that!!
We've come to a compromise with the contractor - he is going to replace the worst aggregate-showing flags. Whilst we're not totally happy, its probably the best outcome we could hope for.
This forum has been excellent in helping us understand things better - so thanks for all your help!!
