Foul and surface water, private drains and public sewers, land drains and soakaways, filter drains and any other ways of getting rid of water.

WHLST LAYING A SLEEPER WALL WE CAME ACROSS A MANHOLE BURRIED WITHIN THE PATIO AREA AT LEAST 12-18 INCHES LOWER THAN THE HOUSE DPC LEVEL. WE HAVE LIVED HERE NEARLY 20 YEARS AND DIDN'T KNOW IT WAS THERE. IS IT OK TO LEAVE IT BURRIED. WE HAVE NO VISABLE MANHOLES ANYWHERE WITHIN THE GARDEN

Short answer, is no.

If the drain run is unused then fair enough.
If the drain run is used it is a botch up which you need to resolve.
Don't lay a sleeper wall over it!!
