Surface water across a public footpath

Foul and surface water, private drains and public sewers, land drains and soakaways, filter drains and any other ways of getting rid of water.

My house has a shared sewage system that runs across the rear of the properties. Surface water runs into this old system, but the way it gets there is ugly, it's a black pipe running the length of the house halfway up the wall.
The house is close to a public road and I'd like to know the possibilities of taking this water across the footpath into the street gutter.
Looking at this site it seems there are a number of surface drainage channels available and could this system be used to carry the water from the gutter downpipes into the street gutter.
Is it likely the water company/planning authority would give permission for this to happen?
It would decrease the amount of surface water going into the foul system, so that would be a benefit to the water company.

Sorry for the long delay to reply. Here are some pictures of the house and situation. Basically, I'd like to use linear drainage to take roof water out into the street gutter. I know the other way is to dig up the street and go straight into the surface water drains. I'm just trying to save on costs.

nice gaff :)
TBH it looks like it has always been that way
is there any sign of old plug holes down the stone work at the front?
they wont let you run your surface water across that footpath
you could change the pipes to verticals and have underground pipe running from front to back ,but that's unnecessary grief and money
its an old house
they all have little oddities etc like this
character, i think estate agents call it

either way you have to collect water from the hopper in the center of the two gables so you'll still have half of the existing pipe running to one end or the other. if its really bugging you go with LLL's idea of a new inlet gully at each corner and a third in the center under the gable hopper and connect neatly to whats already existing, not cheap but not silly money especially if you do something nice to the surface while your at it. of course you end up with as much downpipe if not more than you already have but its vertical at least. what you have is a 'necessary evil' old chap
