Do i need to even out before laying new chips

Setts and cobbles, tarmac, asphalt, resin systems, concrete whether it's plain, patterned or stencilled, gravels, etc.

I have a very long driveway and have scraped back the original thin layer of red chippings and the top layer underneath.

It is really solid now - but with lumps and bumps etc.

The chap that used the digger to scrape back top level said just to put down thick new layer of red chips - but I would have thought I'd have had to smooth it out first with some more hardcore.

chips are what you have with fish
do you mean gravel?
if so its all here
if the subbase is good then a thin layer of gravel is fine
if you want it flatter get a roller on it
