Getting rodding eye level with patio

I am in the middle of replacing an old patio and have to replace an old circular rodding eye with a square one. I am having real difficulty getting the cover level with the surrounding slabs. I can get the cover level with the longitudinal fall but not the transverse and vice versa. Is there a trick to getting the cover level?
