New slabs over old ones?

Hello, I had slabs put down in my back garden about 10yrs ago, looked great at the time, was easy to keep tidy, I would every now and then, use a power hose to clean up after my dogs, great stuff. Then I noticed the slabs starting to break up, surface lifting to reveal gravel in the slab, once it started there's no stopping it. Tried sealers etc. What I would like to know is if it would be ok to lay better quality slabs over these ones? Any help would be much appreciated. Gerry.
