Adding a step - Need t o add an extra step

Hi
I am laying some paving but once i dug the ground and have now levelled it i am now below the bottom step level, i am going to add a step once i have laid the slabs or would it be better to add the step before, also What concrete mix is good for a step, i will fill the middle with brick bits and gravel, Any help.
