I have a crazy paved drive (not my choice - most of it was there when I bought the house!)
Although it is structually sound with no loose bits the frost has taken it's toll and there bits where the mortar between the stones has started to come away. I brushed a section the other day and in parts I have lost 1-2cm depth of mortar.
When the weather improves I will be under pressure to sort it out - mainly for cosmetic reasons from the wife!
Can anybody recommend what sort of mortar mix i should use? Also, is there anything i can add to the mortar to toughen it up so that it resists the frost in the future?

I wouldn't contemplate using cement mortar, but if you must, it needs to be 3:1 and you could add SBR to improve the bond.
However, give *serious* consideration to using a resin mortar instead. Here's a job where cement mortar was stripped out and replaced with resin mortar.....Hitchin Market
