I am constructing a 3.6m x 3.1m concrete shed base. On the manufacturers site they have a video showing a 100mm deep slab basically just poured on top of the soil (covered with dpm) and they also have used a light gauge reinforcing mesh. As my site is loose soil I was going to compact it first and then use 100mm compacted crushed hardcore under the slab. Would this be sufficient? Would I need reinforcing mesh?

the pupose of the mesh is stop any cracks that appear getting bigger.
the cost of purchase will be down to local prices (some builders merchants stock slightly smaller sheets than the rather unwieldy 4.8x2.4M sheets).
if you are ever thinking of having to take the base up it's a bugger if it’s got bar in it.
so in all honesty it is up to you!!
