Edging - Edging question

I recently had a patio and walkway made of pavers installed by a landscaper. His quote stated "pavers w/sub. prep., materials, construction, and cleanup." After the installation I noticed that he had not used any of the plastic type edging to hold the border pavers. When I questioned this I was told that he doesn't feel edging is necessary. All I know is the edge stones are loose. He has offered to do the job, but wants to charge me extra. I wonder if people feel that this is acceptable? Right now I have argued that the edging should have been part of his quote based on the fact that he clearly states materials and construction are included. He says I should have specified edging if I wanted it. I guess what it boils down to is edging a standard building procedure with patios and walkways or is it an "extra" that must be requested?

well if he hasnt used edgings,then the pavers should be concreted in to place,and they certainly should not be moving
