I have had planning permission to buld some stables in a field. No problem there. The drive from the road is a simple affair surfaced with planeings. Not the greatest but it serves our modest requirements well.
The man from the highways department now tells us that the firts five metres of drive from the road, a quiet lane actualy, has to surfaced with tarmac & has given a complex (& costly) spec as to how it should be constructed.
No other field enterance in the area has anything so grand.
Can anyone help me with what are the true regulaions covering field enterances? Or at least where to find the regulations?

I've heard of this before. Presume this is a new access to your stable block from the lane? The logic is that highways don't want loose aggregate spilling out onto the road. I think the wording is something like you must use a "bound surface" - don't think they can insist on tarmac. Shame you didn't have an existing access. Dave & Giles will prob know more about the exact legislation, and your options. What a pain.... all the best.

your highways man is correct, as it comes under Section 278 Works. It ensures safe entrance and exit from the main carriageway by having the required area of adjoining works constructed (or surfaced) to the same standard/spec as the carriageway.
i used to love using tarmac, but got fed up with getting my asphalt

last year balfour were relaying the gas main along the main road at foot of our valley, we have a 3 acre field off the main road and let them use it for yard/storage. they were good lads and either for themselves or us they laid a proper entrance into the field and moved the gate back. i guess it was least they could do rather than trying to store it on the road. but not done one myself most the ones we do are off country tracks etc.
