Final compaction help needed - Blocks keep splitting

i have brushed in sand to the joints but when i try to go over it with the compactor to do the final compaction the compactor just doesnt move alaong the surface freely and as a result i have so far snapped a couple of blocks which are then a nightmare to get out and replace, any ideas where im going wrong? or is there a problem with the waker should it not be propelling itself forward as it did on the sub base?

ive done it :) i decided to improvise! i brushed a small quantity of loose sand over the drive so that it would fall into any voids made during compaction, i also borrowed my little boys thomas the tank engine mat and cable tied it to the base of wacker, started it up and it went across the service no problems, no more damaged blocks, and then after 4 or 5 passes you could just feel the difference making it obvious that complete compaction had been achieved!
