right im going to start putting my bedding course down today and laying my blocks, the sand has been outside in jumbo bags the last few days and its been extremely hot so will of dried out, is there such a thing as too dry? when i have laid it out should i spray some water over it before compacting and screeding it?

It wont do any harm to make it moist so it hold's together, not to wet just so you can hold its shape in a handfull of sand MSH :)

you will probably find it is only the first few inches at the top of the bag that have dried out. but yes damp down a bit it if you think it is to dry. put it in piles from the barrow before spreading it out this will stop it drying out even quicker. you could have spread it by getting the driver to dangle the bag and cutting the bottom as you had delivered that way.
