Remove and relay or pack underneath

Patio flagstones (slabs), concrete flags, stone flags including yorkstone and imported flagstones.

I will be laying flags around a pool that has been allowed to settle in ground for 18 mths. The pool installers have laid the pool edging flags on the concrete block to finish the pool edge but leaving about 1/3 of each flag overhanging and unsupported. I will be matching the new flags to this level.

Question is, is it easier/better to lift these flags and relay them on the new base, matching them to the new surround (I intend using a semi dry mix) . Or, leave them in place (they are well fixed) and pack the semi dry mix into the space underneath to provide support.

I know that ideally I would lift, clean and replace - but due to the fact that the pool is full of water I dont fancy fishing out all the bits of mortar (or having a slab fall and damage the liner) if packing will do the job. But equally I dont want to risk the edge flags being unsupported and failing when walked on.

Any thoughts or advice greatfully received

In this case i would ram the semi dry under to support the flag.Taking them up (as they are set in) will be a bit messy.
