Brick pathway - Laying bricks frog down

I am looking to build a path out of second hand stock bricks to be laid on sharp sand. I will of course have an edging cemented in place. Can anyone tell me if the bricks are likely to sink if I leave the frogs empty?
The frogs are quite shallow and If possible would like to avoid having to fill 900 frogs with sand or cement.

are they a semi engerning brick or a soft red,as a soft brick wont last 5 mins in rain and frost,

The supplier has said it is an enginering brick and fully frost proof.

as block work flags etc rely on full contact with the course i'm not sure how frogged bricks will perform. i imagine they would settle uneven and cause lipping. worth a crack i suppose. maybe best laid rigid so they are tapped into place on a morter bed ???

Two options as I see it:

1 - lay rigid, as Sean suggests

2 - pre-fill the frogs with a weak mortar and then lay once it's gone off.

Thanks everyone I think I'll go with the rigid method, buying a few more bags of cement versus filling 900 frogs sounds better to me.

i would concrete the path then lay on a wet bricklaying bed,i know its more work but it will last
joint the bricks as you go for max strength
