Block paving in drain cover

I have just about finished paving my drive with Bradstone Woburn Rumbled. The only bit left to do is fill the drain cover with blocks. Which is the best way to do this - a bed of mortar, ballast or sharp sand? And do I need to allow water to drain through the blocks and out of the bottom of the drain cover?

I have a half-finished "How-To..." on cutting-in recess tray covers, but need some decent photies to flesh out the text. I was project managing a job over the last 3 weeks where half a dozen trays were fitted, but the block being used (Tobermore Roma in 3 colours and 3 sizes) was a bit over-complicated, pattern-wise, to make clear the process.
If anyone is doing a tray job any time soon, and is daft enough to take stage-by-stage photies, I'd be delighted to take a look and see if they could be used on the site.
