Fuel damaged the tarmac driveway and road!

Hi

I have a bit of a dilemma!
I'm current producing my own biodiesel and the processor leaked in my garage! So I cleaned it up and then wash the garage floor but what little bio was left washed down my driveway and across the road. Unfortunately what bio was in the wash has started to penetrate the tarmac on my driveway, pavement, and road. I must of scrubbed the tarmac with a heavy duty clean about 3 times but I couldn't get it all up. The worst is my driveway where the bitumen has gone soft, I wasn't really worried about this cos I could repair it, but stones are starting to lift off the pavement and road! What can I do? Will I be held responsible for the damage to the road surface by my council? Which I could imagine would cost thousands to repair.

This all happened about 2 weeks ago, so is it to late to have another go cleaning the damaged tarmac? Or is it a case of waiting for the pot-holes to appear and fill them?
