Tarmac over concrete - Good idea or not?

Setts and cobbles, tarmac, asphalt, resin systems, concrete whether it's plain, patterned or stencilled, gravels, etc.

Help and advice please. Have a tarmac driveway (about 20 years old probably) that had been laid on top of a waffle-looking concrete drive. Its now crumbing and lifting in places especially at unsupported edges. There are also some cracks which appear to be directly above cracks in the underlying concrete. It looks as though the tarmac would actually lift off fairly easily from the concrete. What would I need to do to re-tarmac on top of the concrete? The drive is about 20m x 3m.

If the concrete is cracked below then a new sub-base is needed, when laying tarmac on top of concrete a tack coat is needed to help bind the wearing course to the underlaying concrete.
