What gap filler to use on circular pattern - Can i use cement/sand mix

Good evening,
I am laying a 2.5 meter dia clay paver base under a clothes line. The pavers are brick size except for thickness which is 40mm. I am laying on roadbase then washed sand. Gap sand will probably not last in larger gaps? can I use a 3-1 sand cement mix?

as long as its retained correctly b/paving should have no cement anywhere near it

In Australia, I believe they have a weak polymeric that is used for clay pavers and pavements subject to excessive scour. I can't recall the name, but will try to find out....
