Compacting bedding layer

Patio flagstones (slabs), concrete flags, stone flags including yorkstone and imported flagstones.

Hi,

I am slightly confused and I am sure the answer is here somewhere but I can't find it. If my bedding layer is a sand cement mix (semi dry or moist) does this still get compacted as you would with just a sand bedding layer.

no need because the cement sets with the sand,rock solid
