In my haste to clear away one evening in the pouring rain one evening I must have put the concrete mixer away with mortar in it and now it's stuck to inside of the drum.

Is there any cure other than chipping it away?

Chip away as much as possible, then buy a 5litre can of brick cleaning acid, and pour that in. Turn the mixer on and make sure it coats all the coated areas.
after about minutes or so, you should be able to tip the acid out, and wash the drum out with clean water.

Put a couple of bricks (clay bricks, NOT concrete blocks) in with the acid and it will help bask off the awkward bits of mortar that insist on clinging to the drum.
