hi i am running a new drain line from an extension it will be carrying surface water roof water and water from a washing machine.I will need to break into an exsisting concrete inspection chamber about one third of the way down because the exsisting sewage pipe is a lot deeper. Is this acceptable and can the new pipe just be inserted into the chamber so the water just runs down into the bottom sewer pipe
thanks

no on both counts
you cannot run rain water into a sewage pipe
and you cannot discharge waste 1/3 the way up an IC
the BCO would crucify you for these infringements plus you would have trouble selling the house at a later date

the drain is a combined sewer.
Does this mean i have to dig down to the bottom of the manhole and break into the main pipe
thanks

Yes, dig down to the low level of the ic and smash through just on top of the benching so your pipe sits nicely so it can discharge into the main run.

I take it is of brick construction?

A dropshaft connection is an alternative, but is no easier to construct....

Marley now do a inspection chamber that has a bottom outlet. I have used these in the past when the main run was a lot lower than I needed to dig. Have a look at the marley web site.
