Broken fence

The image tags dont work if the link to the image is dynamic ( basically there cant be any ?img=img0945 etc etc in the link ).
My partner has the same issue with her neighbours. One panel has blown off and they wont put it back up. Whats making it worse is the have a deck next to the fence, a deck thats painted almost navy blue eugh

Nothing worse than a blown down fence and nobody wants to fix it or take responsibility for it.
