The risk of blocks becomiung loose is of more concern than any risk of drain blockage. It would take a phenomenal amount of sand to block a 100mm pipe, but lost jointing sand = loose blocks = failed paving.
No block paving should be subjected to power washers or large quantities of water until the jointing has self-sealed, which usually takes 3 months or so. If you want to be able to wash the car sooner than that, you need a joint stabiliser, such as Oscrete or Keybond, but if car washing is likely to be a regular feature of your driveway activities, then it's worth considering a quality sealant be applied after 3-6 months.
