Soil pipe diameter - How small is too small?

Foul and surface water, private drains and public sewers, land drains and soakaways, filter drains and any other ways of getting rid of water.

Hi There, this is a follow on from my previous topic about vent pipes and neighbourly disputes! I just need some clarification on soil pipe diameter. My neighbour says the clay pipe which carries our soil to the sewer may be 4 inches in external diameter but is only 3.5 inches internally. Is this usual with a Victorian pipe? And does this mean we can't use it?
Thanks for your help.

There's a name for people like your neighbour: rhymes with banker. And he's full of the same stuff the soil pipe carries! :D

ryhmes with "berkshire hunt" ,where the phrase "that so and so is a right berk......" came from.

he needs to get a life, there are children dying in the world, and he is getting retentive about a pipe he doesn't even own!
