Flooded garden - Flooded garden after rain

I have a small/medium back garden that slopes gently away from my house, it's approx 8" lower at the bottom. The neighbours at the bottom have built up their garden and put in a rubble/cement "barrier" that runs the entire width of their garden to prevent rainwater running onto theirs. The surface rainwater is therefore held in my garden like a pond, the bottom is under a foot of water at the moment and the soil is clay. Are they allowed to prevent the rainwater taking its natural course and flowing down my garden, down theirs and out into the drains in the road. If they are not and refuse to do something about it, where do I stand legally? The water is 'backlogged' and getting further and further up my lawn towards my house!

its your rain water so its your problem i am afraid
you need some kind of soakaway or drainage system to get rid of the water
if the ground is that waterlogged then you may be fighting a losing battle,but the onus is on you to deal with it
i'm sure the neighbours are fed up of their own garden being flooded
is water running off from other areas onto your garden??
maybe this could be diverted

If they have recently built this feature with the intent of stopping the natural flow of water then you may have a legal claim against them..... though your better off suggesting a couple of bottles of scotch and split the cost of putting a pipe of similar in to drain both your gardens, kind of depends on how you get on with your neighbours.
