Loose gravel - Problems and remedies

I work for a Housing Association which is continually developing new schemes. In one scheme the contractors have laid loose red stone chips in every nook and cranny. These are becoming dangerous as they are kicked/thrown onto paths/roads where individual stones are propelled by vehicles/mowers etc and sooner or later will cause a nasty accident. They end up all oveer the place. Is there a way to stabilise this loose gravel by spraying on a material that will bind the pieces together or does it have to be all removed and replaced with tar/granules/slabs etc. This is a serious problem and could be costly to put right. Any ideas????
