Covering old tarmac - Surfacing

Setts and cobbles, tarmac, asphalt, resin systems, concrete whether it's plain, patterned or stencilled, gravels, etc.

Suggestions needed for a single treatment that can be used in public park, (minimal vehicle use) where there are a range of tarmac finishes in different conditions, some with minor cracks, other bits flaking off and some brand new. We would like to get the resin bound look, but think that where the underlying tarmac is cracked every flaw will show through.
Loose gravel finishes don't seem to be popular with the punters, so we want a fixed surface, any suggestions, other than rip it all up and start from scratch. Has any used Fibre-dec in this situation and got a good looking long term solution?

25L can of matt black paint accidentally spilt on the surface and pushed around??

I would say rip it up and start again, but that's just me!

No experience of any products you mention.
