Help - laying deck tiles - What is best bedding base for deck tiles

I'm after some expert advice regarding laying decking tiles in my garden.

The area of ground I want to lay my decking tiles on is made up of earth and covers approx 6m x 2m and is uneven. The deck tiles are 50cm x 50cm.

What would you recommend as the best base to use to level the uneven ground and will also be suitable for bedding the deck tiles on?
a) Pea gravel?
b) Sharp sand?


I am after carrying out a low budget project so I am aware there will be some slight movement in the tiles but the area I wish to cover will not be used on a regular basis. I do not want to build a frame or lay concrete for the deck tiles to sit on.

If you are looking at buying other materials for making a base, surely making a frame up wouldn`t be much more expensive and would keep it even and last longer.
