Fencing on concrete retaining wall

I appreciate that those metal fencing stake things are not to be mentioned in polite society, but is there an alternative to using their close cousin the metal bolt-down bracket? I have a 2ft thick concrete retaining wall stopping next door landing in my garden; 6ft high at one end down to zero at the other over a length of some 60ft; currently with angle-irons bedded in, with chicken wire on it. I want to replace this with panel fencing. What alternative is there to those brackets, slightly chocked up on the downhill side? (I can see that getting the things vertical is going to be a bit of a nightmare as well.)

Tose socket brackets are fine as long as...

1 - they are firmly bolted into position with the correct bolts

2 - the flange/footplate is big enough to cope with the stresses imposed by the posts and panels

3 - they are braced, if at all possible

Thanks. Preferable to burning out numerous hammer drills trying to produce sockets in the concrete itself, I suppose....

Fix the fence to the side of the wall. Going on top is no good.
