Pva use in stickkng blocks down to mortar bed - Is this acceptable?

A contractor had started building steps at the side of my block paved area using more concrete blocks laid on mortar.
He put a white pva glue between the mortar and the blocks and it spilled out at the open edge. The glue was still wet after some hours and the blocks were not stuck down.

So far I find no mention of using pva glue in any specification for block paving. I this an acceptable method of working?

Any advice gratefully received
