High costs to lower kerb - Cheap but official methods?

Other groundworks tasks, such as roads and footpaths, terracing, fencing, foundations, walls and brickwork, tools and plant.

We looked at getting a kerb lowered at a previous address in the same City maybe 4 years ago and were told 'in the region of £750'. Since then a 'company' has taken over responsibility for many of the Council works (ICT, roads etc) and now the region is '£1500'.
Time will tell if the huge cost rise is down to licencing or not.
