Soakway problem - Problem with soakaway working

Foul and surface water, private drains and public sewers, land drains and soakaways, filter drains and any other ways of getting rid of water.

Building new 4 BED house for client and the soils are very heavy clay and have been advised that a soakawy for storm water is not workable.
There is no mains draiange some sort of soakaway or water retention system is needed. HELP!

What do the surrounding houses do for drainage or is the new house in an isolated area?
