Has this been laid incorrectly?

Hi, hoping this forum can help.

I've recently had a new patio installed. The contractor stated the flags (Indian stone) would be laid on full bed.

In my opinion the patio is already showing signs of reflective staining. When challenged, the contractor stated the flags had been laid on rings and dabs tapped down to form full beds.

Any advice on if this is reflective staining and if it would re reasonable to request the work be re-done of refunded greatly appreciated

yes ,rings dots dabs ,whatever you call them are wrong, it must be fuly bedded
needs to come up and be relaid with new stone
