Laying paving flags for patio area - Drainage

anyone ever used visqueen under flags?, just had all my patio flagged and i would have thought after levelling sub base you lay that geotech fabric (the black fabric on a roll) but my landscaper rolled out thick plastic visqueen and put his 5 dots of mortar then flags on that. surely in a flood situation they will all move & slide as water cannot soak away. any advice or comments please as i am quite worried

thanks stu, but i'm still worried why he used visqueen. flags aint very level after loads of heavy rain before any pointing was done, left approx 3 weeks before pointing and then didnt do all its still not complete 4 weeks later. although to be fair they are only coming weekends to keep cost down. this dosnt mean i have to pay for shabby end result though. i'm not sure what to say next time they turn up. i have only paid for materials up to now, and not any labour. any suggestions only i'm not very happy with finish, they may be back in the morning (sun) not sure what to say

I would point out the fact the slabs are not level, only reason i think they would have used visqueen is beacuse they found lying on a site or some reason to that effect, but ask them what its for anyway, see what kind of answer you get. At the end of the day if its not up to standard then just tell them you wont pay for sub-standard work.
